Restructuring the management of the Tasmanian road network
This paper outlines initiatives taken in Tasmania since 1989 to improve the efficiency and effectiveness of management of the state road network. The tasks of asset management and execution of construction/maintenance work were split into separate ministerial portfolios. This split has enabled a more objective approach to the management task, with a shift from essentially resource driven programs to programs based on road network needs. Details are provided of initiatives to extend competitive pricing procedures to a wider range of projects. Areas have been identified which are better handled by private contractors. An outline is provided of the adjustments that have been made to the department's internal organisation to improve accountability, including the implementation of quality assurance and project management.
