ECONOMIC QUESTIONS--DENMARK

THE PAPER DESCRIBES THE PREPARATION AND REALIZATION OF A "ROAD SURVEY" DESIGNED TO DETERMINE THE FACTORS REQUIRED FOR CAPACITY AND "LEVEL OF SERVICE" CALCULATIONS. THE PROPOSED METHOD HAS THE ADVANTAGE THAT, EVEN FOR AN EXTENSIVE ROAD NETWORK, RESULTS CAN BE OBTAINED VERY QUICKLY. TO JUDGE BY EXPERIENCE IN DENMARK, SUCH A SURVEY CAN BE CARRIED OUT AT A SPEED OF 30 TO 40 KM PH. WITH THE AID OF FREQUENCY GRAPHS INDICATING THE "LEVELS OF SERVICE" DISTRIBUTIONS THROUGHOUT THE YEAR, IT IS THEREFORE EASY TO OBTAIN A FIRST IMPRESSION OF TRAFFIC CONDITIONS ON A SECTION OF ROAD OR A ROAD NETWORK. EXAMPLES FROM DENMARK ARE USED TO SHOW THE LEVELS OF SERVICE WHICH OBTAIN ON SECTIONS OF ROADS WHERE THE AUTHORITIES HAVE PLANNED ROAD WIDENINGS OR RENEWALS. HOWEVER, THE CALCULATIONS OF THE LEVEL OF SERVICE CAN ONLY PROVIDE A PURELY QUALITATIVE MEASURE FOR THE RELATIONSHIP BETWEEN ROAD GEOMETRICS AND TRAFFIC. IN THE ASSESSMENTS OF ROAD SCHEMES, IT WILL OFTEN BE NECESSARY TO CARRY OUT SOCIO-ECONOMIC ANALYSES WHERE THE BENEFITS WHICH ROAD USERS MAY DERIVE FROM THE SCHEME ARE COMPARED WITH ITS COSTS. THE PAPER EXPLAINS HOW THE PROPOSED SURVEY SYSTEM CAN FORM A BASIS FOR DETERMINING THE COSTS TO TRAFFIC USERS WHEN PASSING OVER A SECTION OF ROAD, I.E. A QUANTITATIVE INDICATION OF THE LEVEL OF SERVICE. THE PAPER THEREFORE CONCENTRATES ON THE PREPARATION OF THE NECESSARY DATA REQUIRED FOR THE PURPOSE OF TRAFFIC-ECONOMIC ANALYSES, THE MAIN EMPHASIS BEING PLACED ON THE POSSIBILITY OF OBTAINING AN EASY AND RAPID COLLECTION OF DATA. /AUTHOR/
