Network performance indicators

This paper describes the publicly available network performance indicators being used in Australian road agencies and compares them to indicators which have been derived from first principles. The importance of road user costs in the determination of the required indicators is emphasised and is due to vehicle operating costs being 12-13 times the road agency expenditures and accident costs being 1-2 times these agency costs. The contention of the paper is that general and detailed network performance indicators should be established which will encourage activities and expenditure patterns which will lead to the minimisation of the total road transport costs of both road agency and road users, as this will lead to an increase in aggregate income in the community and increased living standards. A network management system is needed to achieve the same objective of minimising total road agency and user costs, and therefore to directly influence these network indicators (A).
