A decade of road environmental impact assessment in New South Wales provides directions for the next decade

The Roads and Traffic Authority of New South Wales has prepared numerous environmental assessments. Since the end of 1984 when a central recording system was commenced, over two hundred and sixty reviews of environmental factors (REFS) have been undertaken. REFs are primarily internal decision-making documents which are legally adequate assessments providing environmental impacts are not significant. In contrast to REFS, are environmental impact statements (EISs) which are public documents that are needed if environmental impacts associated with a project are significant. From 1980 to 1990 the RTA prepared thirty nine EISs. EISs and REFs can be considered as extremes in environmental assessments. To overcome these extremes it is suggested that three types of EISs be recognised: Minor - type 1, intermediate - type 2, and major - type 3. The different types of assessments will be one mechanism for tailoring assessments according to a project's characteristics and thereby ultimately provide information for environmental and engineering officers to use in striving to achieve sustainable development.
