Recycling of pavements in Japan - hot surface recycling method

Among the cost effective maintenance methods for flexible pavements, recycling of pavements has been highlighted since the oil crisis of the 1970s. The demand for the development of a recycling method has accelerated in Japan because of the limited land where industrial waste, which includes paving waste materials, can be dumped. Supported and assisted by the ministry of construction, Japan, the first asphalt recycling plant was developed in 1976. Since that time, recycling of pavements has been extended in many ways. In this paper, the general concept and present situation of recycling of pavements in Japan is introduced followed by details of hot surface recycling. Finally, the problems to be solved are stated (a).
