Roads studies in the Bureau of Transport Economics
This paper discusses the nature and role of BTE studies of the Australian road system. It does so against an explicit historical description of the role of the commonwealth in roads expenditure. Commonwealth objectives in roads expenditure are discussed and trends in expenditure are outlined. Commonwealth approaches to the evaluation of roads expenditure are discussed setting the context for the current series of BTE studies. The role of the BTE in providing independent advice to the commonwealth minister for transport and construction is explained. The organisational and technical relationships between the separate BTE and NAASRA studies are discussed and relevant technical aspects of the BTE studies are outlined (a).
