REPORT ON THE CAPACITY OF THE LONG ISLAND RAILROAD

THIS REPORT SETS FORTH THE FINDINGS AND CONCLUSIONS OF A STUDY CONCERNING THE FEASIBILITY OF INCREASING THE NUMBER OF LONG ISLAND RAILROAD TRAINS AND THEREBY PROVIDING ADDITIONAL PEAK-HOUR CAPACITY. THE CRITICAL LOCATION GOVERNING THE FEASIBILITY OF OPERATING ADDITIONAL TRAINS DURING PEAK HOURS IS PENNSYLVANIA STATION; BY REARRANGEMENT OF TRACK OCCUPANCY, TIME AND SPACE INTERVALS WERE DEVELOPED WHICH PERMITTED INTRODUCTION OF ADDITIONAL TRAINS. SCHEDULES AND ROUTINGS FOR THESE TRAINS WERE DEVELOPED, WITH MINIMAL DISLOCATION OF SCHEDULES AND ROUTINGS OF THE EXISTING TRAINS. THE SCHEDULING OF THE TEST PROGRAM TRAINS IS PRESENTED AS AN EXAMPLE OF WHAT MIGHT BE DONE; THE ACTUAL SCHEDULES MIGHT VARY FOR SOME REASON, SUCH AS THE LOCATION OF THE TEST STATION(S) SELECTED. THE AUTHORS NOTE THAT THE SUBJECT WAS APPROACHED SOLELY FROM THE STANDPOINT OF PHYSICAL FEASIBILITY, WITHOUT REGARD TO THE ECONOMICS OF THE OPERATION OTHER THAN THE AVOIDANCE OF MAJOR CAPITAL EXPENDITURES. THE AUTHORS SUGGEST THAT ADDITIONAL TRAINS COULD BE OPERATED AT THE RATE OF SIX PER HOUR IN THE PEAK HOURS; TO ACCOMPLISH THIS, HOWEVER, WOULD REQUIRE THE ADOPTION OF DIFFERENT OPERATING TECHNIQUES, PARTICULARLY THE USE OF ADDITIONAL CREWS TO EXPEDITE THE TURNAROUND OF TRAINS IN PENNSYLVANIA STATION. THE INTRODUCTION OF THESE TRAINS MIGHT HAVE AN ADVERSE EFFECT ON THE LONG ISLAND'S ON-TIME PERFORMANCE; THE EXTENT TO WHICH THIS MIGHT OCCUR CANNOT EASILY BE DETERMINED. HOWEVER, WHEN THE COMPUTER SIMULATION PROGRAM IS VALIDATED, IT SHOULD PROVIDE THE DATA UPON WHICH A DECISION CAN BE MADE AS TO THE RELATIVE MERIT OF PROVIDING ADDITIONAL SERVICE OF A NEW TYPE, AS AGAINST THE POSSIBLE INCONVENIENCE TO PASSENGERS BECAUSE OF POORER ON-TIME PERFORMANCE. /UMTA/
