EXPRESSWAY USAGE IN TRIPS TO THE CENTRAL BUSINESS DISTRICT

WITH THE CONSTRUCTION OF THE CHICAGO EXPRESSWAY SYSTEM, IT WAS FEARED THAT A SUBSTANTIAL NUMBER OF PERSONS EMPLOYED IN THE CENTRAL BUSINESS DISTRICT WOULD SWITCH FROM MASS TRANSIT TO AUTOMOBILES FOR THEIR TRIPS TO WORK. SINCE PARKING SPACE IN THE CBD IS LIMITED AND SINCE THE EXPRESSWAY IS A RADIAL PATTERN FOCUSED ON THE CBD, THIS IS A LOGICAL ANXIETY. THE DEPARTMENT OF STREETS AND SANITATION CONDUCTS AN ANNUAL COUNT OF ALL VEHICLES AND PASSENGERS ENTERING OR LEAVING THE CBD BETWEEN 7'00 A.M. AND 7'00 P.M. ON A TYPICAL WEEKDAY DURING THE MONTH OF MAY. COUNTS ARE SUMMED TO 15 INCREMENTS OF TIME. THE CBD CORDON COUNT DATA FOR 1955 TO 1964 WAS ANALYZED TO MEASURE THE EFFECT OF THE ACCESSIBILITY TO THE CBD VIA THE EXPRESSWAY ON THE INDUCEMENT OF AUTOMOBILE USAGE FOR WORK TRIPS TO THIS AREA. IN THIS ANALYSIS, THE ARRIVALS BETWEEN 7'00 A.M. AND 9'00 A.M. WERE CONSIDERED TO BE PREDOMINATELY PEOPLE EMPLOYED IN THE BUSINESS DISTRICT. THE ACCUMULATION OF PERSONS AT 9'00 A.M. WAS CALCULATED FOR EACH MODE OF TRANSPORTATION--AUTOMOBILE AND TAXI, STREETCAR AND BUS, ELEVATED SUBWAY, AND RAILROAD. THIS COMPARISON OF ABSOLUTE NUMBERS SHOWS THAT THE DISTRIBUTION OF TRIPS HAS BEEN RELATIVELY STABLE THROUGH THE PERIOD OF EXPRESSWAY CONSTRUCTION AND THE FLUCTUATIONS BETWEEN WERE CAUSED BY OTHER FACTORS. DISTRIBUTING THE PERSONS IN THE CBD AT 9'00 A.M. BY MODE OF TRANSPORTATION ON A PERCENTAGE BASIS ALLOWS A COMPARISON NOT DISTORTED BY THE YEAR-TO-YEAR VARIATION IN THE TOTAL ACCUMLATION. A TABLE CLEARLY ILLUSTRATES THAT THE TRANSPORTATION MODE SELECTION HAS REMAINED THE SAME AND THAT AUTOMOBILES TRIPS CONTRIBUTE ONLY TEN PER CENT OF THE TOTAL. A SUPPLEMENTRY SERIES OF 24 HOUR COUNTS ON EXPRESSWAYS AT STATIONS NEAR THE CBD SHOW THAT MANY DRIVERS ARE NOT GOING TO THE CBD BUT ARE USING THESE HIGH SPEED FACILITIES AS A ROUNDABOUT ROUTE TO OTHER PLACES.
