OPTIMIZATION OF URBAN TRAFFIC FLOW DURING RUSH HOUR

THE REPORT EXAMINES AN EMPIRICAL METHOD FOR OPTIMIZING URBAN TRAFFIC FLOW DURING PERIODS OF "OVERSATURATION" (IE. RUSH HOUR) BY REGULATING FIXED-TIME SIGNAL SETTINGS. A BASIC ASSUMPTION OF THE STUDY IS THAT OPTIMIZATION OF OVERSATURATED TRAFFIC FLOW WILL ALSO APPLY TO SUBSEQUENT LOWER DENSITY MODES. THE AUTHORS EXAMINE EARLIER THEORETICAL INVESTIGATIONS IN THE LITERATURE AND DERIVATION OF EMPIRICAL FORMULAE AND FIND THEM INAPPLICABLE FOR DETERMINING THE TREMENDOUS NUMBER OF SWITCHING TIMES REQUIRED BY A COMPLEX STREET NETWORK. ADDITIONAL CONSIDERATIONS FOR TURNING OR SPECIAL VEHICLE PRIORITIES FURTHER COMPLICATE THE APPLICATION OF GENERAL EQUATIONS. THE REPORT THEREFORE ATTEMPTS TO CONTROL THESE LIMITATIONS AND TO DEVELOP A FIXED STRATEGY FOR NETWORK-WIDE TRAFFIC FLOW OPTIMIZATION. TO ANALYZE THE PROPOSED OPTIMIZATION STRATEGY, A SIMULATION PROCEDURE WAS DEVELOPED. APPLICATION OF THE STRATEGY WITHIN THIS SIMULATION FRAMEWORK SUGGESTED THAT THE METHOD DID ACHIEVE AN EFFECTIVE AND RELIABLE IMPROVEMENT IN STREET OPERATIONS. THE AUTHORS CONCLUDE THAT SIMPLE MODIFICATIONS OF TRAFFIC SIGNAL SETTINGS ACCORDING TO THEIR METHOD CAN BE OF SIGNIFICANT VALUE TO TRAFFIC ENGINEERS AND OPERATIONS RESEARCH SCIENTISTS. /UMTA/
