ELEMENTS OF CHOICE IN URBAN PASSENGER TRANSPORT

THIS THESIS SURVEYS VARIOUS ASPECTS OF PUBLIC TRANSPORT AS REGARDS OPERATION, TYPE OF NETWORKS, AND DEPENDENCE FROM LOCAL AUTHORITIES. ECONOMIC PROBLEMS, SUCH AS SUPPLY AND DEMAND, PUBLIC TRANSPORT VERSUS PRIVATE TRANSPORT, AND FREIGHT TRANSPORT VERSUS PASSENGER TRANSPORT ARE HIGHLIGHTED. THERE APPEARS TO BE A PREVALENCE OF NON- ECONOMIC FACTORS IN THE PASSENGER TRANSPORT FIELD. THE QUALITIES OF THE DIFFERENT MODES OF TRANSPORT, AS THEY ARE SEEN BY THE USER, ARE COMPARED. SPECIAL ASPECTS OF ROAD AND TRANSPORT COSTS ARE DISCUSSED. DIFFERENCES IN COSTS BETWEEN PEAK HOUR TRANSPORT AND OFF-PEAK HOUR TRANSPORT ARE INCREASING. ATTENTION IS DRAWN TO THE LACK OF SCIENTIFIC KNOWLEDGE OF PUBLIC TRANSPORT IN EUROPE. AS REGARDS URBAN TRANSPORT POLICY, THE CHOICE BETWEEN PUBLIC AND PRIVATE TRANSPORT MUST BE MADE IN FAVOUR OF PUBLIC TRANSPORT. IN ORDER TO SELECT POSSIBLE INVESTMENTS IN THE PUBLIC TRANSPORT SECTOR, ROAD PRICING AND, ESPECIALLY, SOCIAL COST-BENEFIT ANALYSES SHOULD BE USED AS GUIDELINES. TRANSPORT POLICIES MUST TAKE INTO ACCOUNT NON-ECONOMIC INTERESTS.
