THE VALUE OF NON-WORKING TIME: A NOTE ON SOME WALFARE PROBLEMS

THIS NOTE ATTEMPTS TO: (1) SET OUT ARGUMENTS FOR AND AGAINST USING DIFFERENTIATED VALUES FOR ASSESSING NOT- WORKING TIME, E.G. AFFLUENT GROUPS ARE PREPARED TO PAY MORE THAN LESS AFFLUENT GROUPS FOR A QUICK MODE OF TRANSPORT, AND (2) DESCRIBE THE PROBLEMS INVOLVED IN DERIVING VALUES FOR BOTH ALTERNATIVES.
