TWO SUGGESTED PROCEDURES FOR OBTAINING TIME VALUES FROM TRIP DISTRIBUTION FUNCTIONS

THE PURPOSE OF THIS SUPPLEMENT IS TO OUTLINE TWO POSSIBLE METHODS OF ELIMINATING THE EFFECTS OF MULTICOLLINEARITY BETWEEN TIME AND COST WHICH IS PRESENT IN ALMOST ANY TRIP DISTRIBUTION FUNCTION WHILE RETAINING DISTINCT ELEMENTS OF TIME AND COST IN THAT FUNCTION. THE TWO CONCEPTS DESCRIBED ARE (1) THE "MOTORWAY MILEAGE" CONCEPT IN WHICH THE ACTUAL DISTANCE PROPLE TRAVEL ON HIGH SPEED ROUTES IS USED AS AN EXPLICIT VARIABLE TOGETHER WITH THE ABSOLUTE DISTANCE TRAVELLED; A POSITIVE COEFFICIENT IS ANTICIPATED SINCE OPPORTUNITIES TO ATTAIN HIGH SPEEDS ARE THOUGHT TO PRODUCE MORE TRIPS. (2) THE "EXCESS TIME" CONCEPT WHICH ATTEMPTS TO ISOLATE VARIATIONS IN SPEEDS CAUSED BY THE UNEVEN DISPERSION OF "HIGH-SPEED" ROAD IN THE COUNTRY, IN A FORM UNRELATED TO COST.
