NEW TECHNIQUES HAVE BEEN SUPERIMPOSED ON TO THE OLD, WITHOUT CHANGING THE FUNDAMENTAL PRINCIPLES. A NEW SYSTEM IS ENVISIONED WHERE THE OPERATIONS WOULD BE THROUGH CONSTANTLY MOVING BLOCKS, WITH A PREDETERMINED TIME INTERVAL CONTROLLING THE MOVEMENT OF THE TRAINS. THIS SYSTEM IS DESCRIBED IN CONSIDERABLE DETAIL, AS ALSO ITS ADVANTAGES IN CONGESTED TRAIN CONDITIONS. COMPLETE SAFETY OF OPERATIONS, INCLUDING THE ABSOLUTE PROTECTION AT RAILROAD CROSSINGS AT GRADE, AND PROTECTION TO MAINTENANCE OF WAY WORKERS, AS WELL AS SUPERVISION OF COMPLIANCE WITH SPEED RESTRICTIONS, ARE INCLUDED IN THE FUNCTIONS OF THIS SYSTEM. ECONOMIC CONSIDERATIONS ARE ALSO DEALT WITH. THE CHARACTERISTICS AND SIMPLICITY OF THIS SYSTEM MAKES IT SUITABLE FOR APPLICATION TO ALL TRANSPORTATION SYSTEMS, INCLUDING URBAN RAPID TRANSIT.
