ECONOMIC ANALYSIS OF PERIODIC VEHICLE INSPECTION PROGRAMS
PRELIMINARY DATA ARE PRESENTED ON THE COST AND EFFTIVENESS OF AN ANNUAL AUTOMOBILE EMISSION INSPECTION SYSTEM. USING A LEAST COST LINEAR PROGRAMMING MODEL IT IS SHOWN THAT SEVERAL RETROFIT DEVICES ARE MORE ECONOMICALLY EFFICIENT THAN INSPECTION AS A CONTROL STRATEGY. IT IS THEN ARGUED THAT THE ANNUAL EMISSION INSPECTION IS NOT A VERY GOOD ENFORCEMENT STRATEGY EITHER. A SIDE-OF-THE-ROAD INSPECTION SYSTEM IS SHOWN TO BE THEORETICALLY PREFERRED. /AUTHOR/
