PEAK-HOUR TRAFFIC MODELS BASED ON THE 1970 CENSUS

IN THIS RESEARCH THE COLUMBIA, S. C., URBAN AREA WAS EXAMINED TO DETERMINE WHETHER THERE APPEARS TO BE A CLOSE CORRELATION BETWEEN OBSERVED PEAK-HOUR LINK VOLUMES AND PRIMARY WORK TRIPS ASSIGNED ALL-OR-NOTHING TO THE NETWORK. FOR THIS DETERMINATION, PRIMARY WORK TRIPS SIMULATING CENSUS DATA WERE OBTAINED FROM A HOME-INTERVIEW ORIGIN-DESTINATION SURVEY AND A TRUCK SURVEY. THE ASSIGNED TRIPS ALSO INCLUDED PRIMARY WORK TRIPS OBTAINED FROM AN EXTERNAL CORDON SURVEY, ON THE ASSUMPTION THAT URBAN AREAS WILL OBTAIN THIS INFORMATION IF NEEDED TO SUPPLEMENT THE CENSUS DATA. THE PEAK-HOUR VOLUMES WERE FOUND TO BE HIGHER IN THE AFTERNOON THAN IN THE MORNING. A REGRESSION MODEL WAS DEVELOPED TO RELATE THE AFTERNOON PEAK-HOUR VOLUME ON A LINK TO THE NUMBER OF PRIMARY WORK TRIPS ASSIGNED TO THAT LINK. PEAK-HOUR VOLUMES FOR THE RELATIVELY HEAVILY TRAVELED FACLITIES WERE ESTIMATED BY THE REGRESSION EQUATION WITH AN RMS ERROR OF 15.2%. THE AUTHORS BELIEVE THAT MANY PLANNERS WOULD CONSIDER A MODEL OF THIS DEGREE OF ACCURACY TO BE USEFUL. IT IS CONCLUDED THAT THIS TYPE OF MODEL HAS BEEN SHOWN TO BE A VIABLE TOOL, AND THAT WIDESPREAD APPLICATION IS DEFINITELY WARRANTED. MANY URBAN AREAS SHOULD FOLLOW UP ON THIS RESEARCH BY TAKING PEAK-HOUR, DIRECTIONAL VOLUME COUNTS CONCURRENTLY WITH THE 1970 CENSUS, SUPPLEMENTED AS NECESSARY BY AN 0-D SURVEY AT THE CENSUS BOUNDARY. /AUTHOR/
