COMMUNITY PARTICIPATION IN THE DEVELOPMENT OF AN AREAWIDE TOPICS PLAN IN MASSACHUSETTS

THIS ARTICLE EXPANDS ON ONE OF THE MATTERS DISCUSSED IN "AREAWIDE TOPICS PLANS" BY MESSRS. HORGAN, BRANT AND LOW AS IT APPEARED IN THE JANUARY, 1972 ISSUE OF TRAFFIC ENGINEERING. THE MASSACHUSETTS APPROACH TO THE TOPICS PROGRAM IS GEARED TO ACTION, PRODUCTION AND ACTUAL CONSTRUCTION. THE RECENT RESEARCH REPORT ENTITLED "COMMUNITY VALUES IN HIGHWAY LOCATION AND DESIGN" BY MIT PROFESSOR MARVIN MANHEIM DESCRIBES IN DETAIL THE NEED AND METHODS FOR COMMUNITY PARTICIPATION IN THE INITIAL STAGES OF THE DEVELOPMENT OF A HIGHWAY PROPOSAL. UNDER "PROCESS DYNAMICS" PROFESSOR MANHEIM RECOMMENDS THE FOLLOWING FOURSTAGE STRATEGY: (1) INITIAL SURVEY, (2) ISSUE ANALYSIS, (3) DESIGN AND NEGOTIATION, AND (4) RATIFICATION.
