EXPERIMENTS WITH AREA TRAFFIC CONTROL

SINCE 1966 THE TRAFFIC BUREAU OF THE STOCKHOLM CITY MUNICIPAL SERVICES DEPARTMENT HAS BEEN EXPERIMENTING WITH AREA TRAFFIC CONTROL. THE TEST AREA INCLUDES 21 SIGNALIZED INTERSECTIONS IN A CBD STREET NETWORK COVERING 0.5 SQ. MILES. THE BASIC OBJECTIVE FOR THE DEVELOPMENT OF NEW SIGNAL CONTROL LOGICS WAS TO USE AS SHORT CYCLE TIMES AS POSSIBLE CONSIDERING CAPACITY AND OTHER RESTRAINTS. LOW CYCLE TIMES GIVE LOW AVERAGE DELAY FOR ALL TRAFFIC CATEGORIES AND PARTICULARLY FOR PEDESTRIANS. THE COMPUTER CONTROL STRATEGY CAN BE DIVIDED INTO THREE PARTS: A) VEHICLE-ACTUATED FIXED- TIME PROGRAM SELECTION WITH A SIMPLE SELF-OPTIMIZING ROUTINE, BASED ON ACTUAL TRAFFIC FOW DATA. B) FLEXIBLE CYCLE TIME CONTROL UP-DATE EVERY 15-SECONDS BASED ON THE AVERAGE SPEED OF TRAFFIC IN THE MAIN ARTERIALS WITHIN THE SYSTEM. C) LOCAL VEHICLE-ACTUATED CONTROL OF MAJOR INTERSECTIONS WITHIN THE FRAMEWORK OF THE FIXED-TIME PROGRAMS. FIELD DATA COLLECTION WAS PERFORMED USING FLOATING CARS WITH AUTOMATIC EQUIPMENT FOR TIME-SPACING RECORDING. THE COMPUTER ALSO PRODUCED A LARGE VOLUME OF TRAFFIC STATISTICS DURING THE EXPERIMENTS. THE TEST RESULTS SHOWED THAT SIGNIFICANT IMPROVEMENTS OF TRAFFIC CONDITIONS RESULTED WITH COMPUTER CONTROL AS COMPARED TO A MODERN RELAY-TYPE FIXED TIME SYSTEM WITH TRAFFIC ACTUATED PROGRAM SELECTION. THE FLEXIBLE CYCLE TIME CONTROL APPEARED TO BE THE MOST PROMISING STRATEGY GIVING 7% SHORTER TRAVEL TIME AND 11% FEWER STOPS.
