FREEWAY SURVEILLANCE AND CONTROL SYSTEMS IN THE UNITED STATES

THERE IS A GROWING NEED TO COORDINATE THE OPERATION OF FREEWAYS AND MAJOR ARTERIALS TO PROVIDE SATISFACTORY LEVELS OF CAPACITY, SERVICE AND SAFETY. A FREEWAY SURVEILLANCE AND CONTROL SYSTEM REQUIRES THAT: (1) INFORMATION OF TRAFFIC CONDITIONS ON THE ROADWAY BE OBTAINED AND TRANSMITTED TO A DECISION-MAKING LOCATION; (2) THE INFORMATION BE PROCESSED AND A STRATEGY SELECTED; AND (3) THE RESULTING ACTIONS BE TRANSMITTED TO THE DRIVER IN THE FORM OF INFORMATION AND /OR CONTROL. TRAFFIC INFORMATION CAN BE OBTAINED FROM AERIAL OBSERVATIONS, ELECTRONIC VEHICULAR DETECTORS, TELEVISION, OR BY GROUND OBSERVERS. ANALOG AND/OR DIGITAL COMPUTERS ARE USED WHICH ARE PRE PROGRAMMED OR ARE TRAFFIC RESPONSIVE. INFORMATION AND CONTROL IS GIVEN TO THE DRIVER BY MEANS OF TRAFFIC SIGNALS, RADIO SYSTEMS, CHANGEABLE MESSAGE DISPLAYS, AND FREEWAY ENTRANCE CONTROLS. SUMMARIES OF PROJECTS IN CHICAGO, DETROIT, HOUSTON, LOS ANGELES, AND NEW YORK ARE PRESENTED; A TABULAR SUMMARY IS GIVEN OF MAJOR EVENTS.
