WARRANT FOR THE PROVISION OF A BUS BAY

THE METHOD USED IN PREPARING THE WARRANT FOR THE PROVISION OF A BUS BAY ON ROADS IN HONG KONG IS DESCRIBED. BASED ON TANNER'S FORMULA OF VEHICLE DELAY AT UNCONTROLLED INTERSECTIONS, A PRACTICAL EXPERIMENT IN WHICH A PERMANENTLY OCCUPIED BUS STOP WAS SIMULATED, AND THE EFFECT ON OTHER TRAFFIC USING THE ROAD WAS MEASURED BY MEANS OF A TIME LAPSE CAMERA AND AN ESTERLINE ANGUS 20-PEN RECORDER. THE RESULTS CONFIRMED THE APPLICABILITY OF THE FORMULA AND YIELDED ACCEPTABLE VALUES FOR MINIMUM HEADWAY AND MINIMUM GAP OF ACCEPTANCE TO BE USED IN FORMULATING THE WARRANT. THE WARRANT, IN THE FORM OF A NOMOGRAM, TAKES INTO ACCOUNT THE FOLLOWING ITEMS: (1) NUMBER OF PASSENGERS USING BUS STOP, (2) TYPE OF BUS, PARTICULARLY WITH REFERENCE TO THE TYPE OF ENTRANCE PROVIDED, (3) TRAFFIC FLOW IN DIRECTION OF BUS MOVEMENT, (4) OPPOSING TRAFFIC FLOW, AND (5) THE MINIMUM TIME GAP ACCEPTED BY CAR USERS WHEN PRESENTED WITH A ONE-LANE WIDE OBSTRUCTION ON A TWO-LANE ROAD. /AUTHOR/
