CHARLESTON CHOOSES TRAFFIC RESPONSIVE CONTROL SYSTEM

A COMPREHENSIVE STUDY WAS MADE OF TRAFFIC CONTROL SYSTEMS THAT COULD BE EMPLOYED IN CHARLESTON, S. C. A COMPLETELY INTEGRATED AND TRAFFIC-RESPONSIVE MODULAR SOLID-STATE SYSTEM DESIGNED AND DEVELOPED BY AUTOMATIC SIGNAL, DIVISION OF LABORATORY FOR ELECTRONICS, INC., NORWALK, CONNECTICUT, WAS CHOSEN. THE SYSTEM IS DESIGNED TO CONTROL 90 VITAL INTERSECTIONS. IT WILL PROVIDE SERVICE IN FOUR MAIN AREAS: (1) TRAFFIC-FLOW DATA WILL BE COLLECTED FOR UTILIZATION IN LONG-TERM TRAFFIC-CONTROL AND PURE RESEARCH PROJECTS, (2) SYSTEMS CONDITIONS WILL BE CONTINUOUSLY EVALUATED FOR THE PURPOSE OF RELATING MOMENT-TO-MOMENT OPERATION OF THE SIGNALS TO THE MOMENT-TO-MOMENT NEEDS OF TRAFFIC, (3) IT WILL EXECUTE SIGNAL CONTROL TO IMPLEMENT THE DECISIONS OF THE MASTER CONTROL ASSEMBLY, AND (4) SUCCESS OF SIGNAL EXECUTION WILL BE VERIFIED TO PROVIDE A CONSTANT CHECK ON THE EFFICIENCY OF SELECTED SYSTEM FUNCTIONAL INSTRUCTIONS AS THEY OPERATE UNDER PRESCRIBED LOAD. ESTIMATES INDICATE THAT PRESENT ROADWAY CAPACITY MAY BE INCREASED BY 15 PERCENT. ALL CONTROL WILL BE TRAFFIC-RESPONSIVE AND CYCLE DETERMINATION IS ACHIEVED BY DENSITY COMPUTERS. DENSITY COMPUTATION IS COMPLETELY REPRESENTATIVE OF TRAFFIC FLOW. SEVERAL TECHNIQUES ARE UTILIZED TO ASSURE OPTIMUM SYSTEM OPERATION: (1) MAIN STREET GREEN INDICATIONS ARE RETURNED TO THE COMPUTER, (2) SAMPLING STATIONS ARE CHECKED FOR UNDERCOUNT AND OVERCOUNT, (3) DISPLAY MAPS SHOW THE STATE OF EACH INTERSECTION SIGNAL AND SAMPLING DETECTOR OPERATIONS, AND (4) ON-STREET SPEEDS ARE COMPARED WITH THEORETICAL IDEAL SPEEDS.
