THIS REPORT DETAILS THE UNUSUAL, AS WELL AS THE USUAL, DESIGN CRITERIA SPECIFIED FOR A DISCRETE-BULB, MATRIX, SPEED COMMAND SIGN. LABORATORY TESTS AND VARIOUS RESULTS ARE DISCUSSED.
