The future organisation and management of a roading system
This paper looks first at the world trends in road agency reform and then provides details on the reform process in New Zealand. A discussion on the provision of roads and their strategic nature is followed by a look into the future with a particular emphasis on the integration of land use planning and pricing of road use. Technological development will greatly improve pricing options but the attitude and expectations of the public need to be considered.
