COLLECTING STATISTICS ON VEHICLES IN USE

IN 1960, AS PART OF A REPORT TO THE STATE LEGISLATURE ON THE FUTURE FINANCING OF STATE HIGHWAYS, THE AUTHOR MADE FORECASTS OF THE BEHAVIOR OF THREE MAJOR INDICATORS: MOTOR VEHICLE REGISTRATIONS, FUEL CONSUMPTION, AND MOTOR VEHICLE TRAVEL. IN ATTEMPTING TO OBTAIN CERTAIN KINDS OF DATA FROM THE MISSOURI STATE HIGHWAY DEPARTMENT, HE UNCOVERED CERTAIN PROCEDURAL DEFICIENCIES THAT ARE REPORTED IN LUGUBRIOUS DETAIL. ONE CONCLUSION FROM HIS HERCULEAN EFFORTS IN THE STYGIAN FILES IS THAT ABOUT 25% OF ALL REGISTRATIONS ARE DUPLICATIONS OR UNREPORTED. A SECOND IS THAT TRAFFIC COUNTS ON COUNTY AND URBAN ROADS ARE TOTALLY INADEQUATE TO THE NEED FOR RELIABLE STATISTICS.
