PEDESTRIAN TRAFFIC IN TOWN CENTRES

PLANNERS ARE GRADUALLY COMING TO REGARD THE PEDESTRIAN AS SOMEONE WHO GENERATES A KIND OF TRAFFIC OF HIS OWN, AND NOT MERELY AS SOMEONE SEPARATED FROM HIS VEHICLE CAUSING TROUBLES TO THOSE WHO ARE INSIDE THEIRS. AN INDICATION OF THIS CHANGE IS THE ATTEMPT TO DETERMINE RENTS AND LAND VALUES AS A FUNCTION OF PEDESTRIAN VOLUME. THE DIFFICULTY INHERENT IN DETERMINING ACCESS OF NEW CUSTOMERS TO RETAIL AREAS AS A RESULT OF "PEDESTRIANIZATION" OF SUCH AREAS, AS DISTINCT FROM INCREASED CIRCULATION OF PERSONS IN THE AREAS, IS POINTED OUT, ALONG WITH THE PROBLEM OF DETERMINING WHETHER PEDESTRIANIZATION IS ACCOMPANIED BY INCREASED INDUCEMENTS TO BUY. EXPERIENCE AT SEVERAL EUROPEAN PEDESTRIAN MALLS IS DISCUSSED, AND PARAMETERS FOR FURTHER STUDY ARE INTRODUCED.
