BUSINESS SESSION-AVI PROJCT

LAST YEAR THE BUREAU OF PUBLIC ROADS, FEDERAL HIGHWAY ADMINISTRATION, U.S. DEPARTMENT OF TRANSPORTATION, ENTERED INTO A CONTRACT WITH AIRBORNE INSTRUMENTS LABORATORY (AIL) TO STUDY AUTOMATIC VEHICLE IDENTIFICATION SYSTEMS. THESE SYSTEMS ARE ELECTRONICALLY BASED AND ARE COMMONLY REFERRED TO AS AVI. THIS STUDY WAS RECOMMENDED BY THE RESEARCH COMMITTEE, SUPPORTED BY THE ASSOCIATION'S BOARD OF DIRECTORS AND CARRIED FORWARD BY THE BUREAU OF PUBLIC ROADS AS A RESEARCH PROJECT. AIRBORNE INSTRUMENTS LABORATORY HAS ADVISED THAT THE FINAL REPORT BEING PREPARED IS EXPECTED TO BE SUBMITTED TO THE BUREAU OF PUBLIC ROADS BY LATE SUMMER THIS YEAR. IN BRIEF SUMMARY, THE REPORT WILL STATE: (1) THAT AUTOMATIC VEHICLE IDENTIFICAT2ON IS INHERENTLY TECHNICALLY FEASIBLE; (2) BUT FROM THE STANDPOINT OF ECONOMICS AND UTILITY, THE SYSTEM IS FEASIBLE ONLY IF A COMBINATION OF USES ARE CONSIDERED (THAT IS, THE CONSULTANTS HAVE NOT FOUND ANY ONE SINGLE USE WHICH BY ITSELF WOULD JUSTIFY A NATIONAL PROGRAM TO EQUIP VEHICLES WITH AVI); AND (3) FROM THE STANDPOINT OF EQUIPMENT AVAILABILITY, THERE ARE FOUR SYSTEMS WHICH APPEAR ABLE TO PERFORM THE AVI FUNCTION. AIL WILL RECOMMEND THAT IN THE NEXT STAGE OF THE RESEARCH, PILOT STUDIES BE UNDERTAKEN TO DETERMINE TECHNICAL PARAMETERS ASSOCIATED WITH THESE FOUR SYSTEMS. THESE WOULD INCLUDE MOUNTING REQUIREMENTS FOR AVI TRANSPONDERS; MAXIMUM SPEEDS; BIT CAPACITIES; MINIMUM HEADWAYS; AND ACCURACIES OF THE VARIOUS SYSTEMS. THE AIL INTENTION IS TO RECOMMEND THAT THE BUREAU OF PUBLIC ROADS REQUEST ASSISTANCE FROM IBTTA AND ITS MEMBERSHIP IN UNDERTAKING THESE TESTS. ANOTHER PURPOSE OF THE NEXT STAGE OF RESEARCH IS TO DEVELOP MORE DEFINITIVE ECONOMIC DATA CONCERNING THE FOUR SYSTEMS. /ARTICLE/
