ASSEMBLY AND USE OF ACCIDENT DATA

THE USE OF ACCIDENT RECORDS TO PEDICT ACCIDENT OCCURRENCE AND TO INDICATE REMEDIAL ACTION REQUIRES A SYSTEMATIC APPROACH TO COLLECTING, INTERPRETING, AND UTILIZING THIS INFORMATION. FOUR PREREQUISITES FOR ANY ANTI-SKID PROGRAM BASED ON ACCIDENT EXPERIENCE ARE: (1) ALL ACCIDENTS WHERE DAMAGE EXCEEDS A SET MINIMUM ARE REPEATED; (2) ACCIDENTS ARE LOCATED TO AN ACCURACY OF 1/10 MILES; (3) ENVIRONMENTAL INFORMATION, PARTICULARLY CONDITIONS CONTRIBUTORY TO SKIDDING, IS REPORTED; (4) A STORAGE AND RETRIEVAL SYSTEM CAPABLE OF QUICK NOTICE OF ACCIDENT CONCENTRATIONS. THE BUREAU OF PUBLIC ROADS' 1964 SPOT IMPROVEMENT PROGRAM DID MUCH TO INITIATE A SYSTEMATIC APPROACH AMONG THE STATES. SEVERAL FACTORS, NECESSARY TO ENSURE THAT PROGRAMS ARE BASED ON COMPARABLE AND SIGNIFICANT FIGURES, ARE DISCUSSED.
