ANALYSIS OF DETECTION AND SERVICE SYSTEMS ON FREEWAYS

THE PROVISION OF EMERGENCY SERVICES TO THE STRANDED MOTORIST ON FREEWAYS REQUIRES A COORDINATED EFFORT OF ALL RELATED AGENCIES. A SYSTEMATIC MODEL FOR A SYSTEMS ANALYSIS STRUCTURE HAS BEEN DESIGNED FOR RESPONDING TO FREEWAY INCIDENTS. THE OPERATION OF AN EMERGENCY SERVICE SYSTEM HAS BEEN REPRESENTED IN AN ACTIVITY MODEL. IT DESCRIBES THE CHRONOLOGICAL SEQUENCE OF EVENTS AND ACTIVIES PERFORMED BY THE MAJOR COMPONENTS: POLICE, MECHANICAL, FIRE, AND MEDICAL SERVICE OF THE DETECTION AND SERVICE SUBSYSTEMS. THE COST-EFFECTIVENESS ANALYSIS WAS PROPOSED TO STUDY THE PERFORMANCE OF ALTERNATIVE EMERGENCY SERVICE SYSTEMS. THE ACTIVITY MODEL HAS BEEN MODIFIED TO ANALYZE SELECTED DETECTION AND SERVICE SYSTEMS ON A LINEAR FREEWAY WITH HIGH AVERAGE DAILY TRAFFIC FLOWS. DETERMINISTIC AND STOCHASTIC MODELS WERE DEVELOPED FOR THE MAJOR ACTIVITIES: DETECTION, TRAVEL TO THE SCENE OF INCIDENT, ON-SITE SERVICE, AND RETURN TRAVEL TO NORMAL POSITION. THE MODIFIED ACTIVITY MODEL WAS THEN USED AS A BASIS FOR A NEXT EVENT SIMULATION PROCESS. A COST AND EFFECTIVENESS STUDY WAS EMPLOYED TO TEST THE OPERATION OF THE SELECTED EMERGENCY SERVICE SYSTEMS ON A SET OF HISTORICAL INCIDENT DATA. THE COMBINATION OF CALL BOXES OR EMERGENCY TELEPHONES AS DETECTION SUBSYSTEM AND STATIONARY POLICE AND MECHANICAL SERVICE UNITS ALONG THE FREEWAY WAS GENERALLY MOST COST-EFFECTIVE. /AUTHOR/
