Road pricing in Australia
There have been enormous advances in charging for road use in terms of economics, engineering and technology over the past 2000 years of development. Forms of road pricing have nearly always existed; however, they have not changed dramatically in recent years. Roads have remained the last major area of government service delivery and the road sector is still governed by distorted pricing signals and opaque funding arrangements. The need for refined road pricing has grown simultaneously with the ability to apply it cost-effectively. Due to the availability of technological tools, it is possible that the increasing need for more refined road pricing systems will be met - provided these tools are used correctly. This will not be instantaneous - but rather the pressure for changes in pricing systems will come as demand for specific applications grow.
