Development of performance indicators for the Australian road system

This paper describes work undertaken by Austroads to develop and report national performance indicators for the Australian road system and road agencies. The paper briefly describes the Australian transport system context, and the coordination processes between the Commonwealth, State and Territory Governments. The paper then describes the performance management framework developed by Austroads by setting out the role statement developed for the Australian road system, together with the associated statement of outcomes and performance indicators. The paper then sets out the issues and challenges Austroads addressed during the introduction of the framework and the publication of the indicators and the benefits of reporting together with some lessons learnt. The paper will also discuss progress made in extending the scope of the performance indicators to give increased emphasis to social and environmental outcomes and more recently, widening the scope of the indicators beyond roads to cover intermodal freight and road-based public transport.
