METHODS FOR NETWORK OPTIMIZATION: SIGOP

THE PAPER BRIEFLY DESCRIBES THE OPERATION OF THE SIGOP TRAFFIC SIGNAL OPTIMIZATION PROGRAM WHICH WAS DEVELOPED FOR THE FEDERAL HIGHWAY ADMINISTRATION. GREAT DETAIL CONCERNING INPUT AND OUTPUT IS NOT PRESENTED, BECAUSE THIS INFORMATION IS AVAILABLE IN OTHER PUBLISHED WORKS. EACH SUBMODEL IS EXPLAINED IN GENERALIZED TERMS. THE FIRST CALCULATES PHASE SPLITS BASED UPON USER SPECIFIED RULES. THE SECOND SUBMODEL REPRESENTS PLATOON FLOW ALONG A LINK AND ESTIMATES THE IDEAL DIFFERENCE IN OFFSETS FOR EACH LINK IN THE NETWORK. THE CRITERION FUNCTION IS FORMED IN THE THIRD SUBMODEL AS THE WEIGHTED SUM OF SQUARED DIFFERENCES BETWEEN DESIRED AND ACTUAL DIFFERENCES IN OFFSETS OVER ALL LINKS. THE FINAL SUBMODEL EVALUATES EACH SET OF OFFSETS WITH RESPECT TO SYSTEM DELAY, NUMBER OF STOPS, AND COST TO AID THE USER IN SELECTING THE BEST CYCLE LENGTH. A DISCUSSION OF THE UTILIZATION OF THE PROGRAM IS PRESENTED. A GEOMETRIC APPLICATION IS COMPARED TO THAT USING A COMPLETE SET OF VOLUME AND TURNING MOVEMENT DATA. THE LATTER IS PREFERABLE, BUT NOT TO THE EXTENT THAT SPECIAL DATA ARE COLLECTED TO EXERCISE THE MODEL. THE PAPER CONCLUDED BY INDICATING THE RESULTS ACHIEVED BY SEVERAL USER CITIES AND SOME AREAS OF IMPROVEMENT THAT ARE CONTEMPLATED. /AUTHOR/
