EFFECT OF TRANSPORTATION CENTERS ON THE CENTRAL BUSINESS DISTRICT

TRANSPORTATION CENTERS, RANGING FROM A PARKING GARAGE SERVING AN OFFICE BUILDING, TO A MULTIMODAL TERMINAL WITH ANCILLARY SUPPORTING LAND USES, ARE IMPORTANT ELEMENTS OF A CENTRAL CITY. MANY HAVE BEEN PROPOSED - YET FEW HAVE BEEN CONSTRUCTED. A NUMBER OF FACTORS INFLUENCE A SUCCESSFUL TRANSPORTATION CENTER. AMONG THESE ARE: REASONABLENESS OF LAND COST, TRAVEL MODES AVAILABLE, FUNCTION OF THE CITY'S TRANSPORTATION SYSTEM, LAND AVAILABILITY, INTERACTION OF ADJACENT LAND USES, LAND MARKETS, TRAVEL PATTERNS, AND TRANSPORTATION TECHNOLOGY. CHANGE IN ACCESSIBILITY IN THE CHARACTER OF THE ENVIRONMENT, OR IN THE CONCENTRATION OF PEOPLE'S LOCATIONS PRODUCE ALTERED LAND VALUES AND DIFFERENT INTENSITIES OF LAND USE. CAREFUL STUDY AND PLANNING MUST PRECEDE A SUCCESSFUL TRANSPORTATION CENTER TO INSURE AGAINST FAILURE OF IMPLEMENTATION AND OBSOLESCENCE AFTER CONSTRUCTION. THEY ARE PROPER IN THE CONTEXT OF URBAN GROWTH AND SHOULD BE CONSIDERED IN ALL URBAN PHASES. EIGHT CENTERS IN FOUR METROPOLITAN AREAS (NEW YORK, PHILADELPHIA, TORONTO, TOKYO) ARE DISCUSSED AS CASE STUDIES. /AUTHOR/
