PARKING FOR THE CAMPUS

WHEREAS AT ONE TIME COLLEGES AND UNIVERSITIES SEVERELY RESTRICTED THE USE OF AUTOMOBILES BY STUDENTS, MOST OF THEM TODAY PERMIT UNRESTRICTED DRIVING ABOVE THE FRESHMAN LEVEL. IN CASES WHERE ON-CAMPUS DORMITORIES ARE NOT PROVIDED, OR ACCOMMODATE ONLY A FRACTION OF THE ENROLLMENT, VIRTUALLY ALL STUDENTS AND FACULTY DRIVE TO AND FROM CLASSES, AS WELL AS WITHIN THE UNIVERSITY COMPLEX. ELIMINATION OF AT-GRADE LOTS HAS THE DRAWBACK OF ADDING TO THE CONGESTION ALREADY OCCASIONED BY CURBSIDE PARKING, WHILE PROVISION AT GRADE FOR PARKING DEMAND WOULD TURN MOST COLLEGES AND UNIVERSITIES INTO A SEA OF PAVING. THE ONLY ALTERNATIVE SEEMS TO BE OFF-STREET PARKING IN MULTILEVEL STRUCTURES. PLANNING, DESIGN, AND CONSTRUCTION ASPECTS OF SUCH STRUCTURES ARE DISCUSSED. IT IS RECOMMENDED THAT ANGLE PARKING BE USED, NOT ONLY BECAUSE IT FACILITATES THE PARKING MANEUVER AND MOVES TRAFFIC MORE RAPIDLY, BUT ALSO BECAUSE THE ANGLE CAN BE INCREASED CLOSER TO 90 DEG AS THE SIZE OF STUDENT CARS DECREASES, A TREND OF LONG-STANDING.
