THE ARTICLE DESCRIBES HOW A SIMPLE INERTIA DYNAMOMETER HAS BEEN MODIFIED AND IS BEING USED FOR THE LABORATORY TESTING OF ANTI-SKID DEVICES, THUS ELIMINATING THE NEED FOR EXTENSIVE ROAD TESTING.
