AUTOMOBILE EMISSIONS ABATEMENT AND FUELS POLICY

THIS PAPER ATTEMPTS TO DELINEATE THE AREAS OF CONFLICT BETWEEN THE 1970 CLEAN AIR AMENDMENTS, WHICH PRESCRIBE AUTOMOBILE EMISSIONS STANDARDS FOR 1975-76, AND NATIONAL FUELS POLICY. SOME OF THE IMPORTANT ISSUES AFFECTING THE CHOICE OF TECHNOLOGICAL OPTIONS FOR MEETING THE 1975-76 STANDARDS ARE FUEL LEAD-CONTENT REQUIREMENTS, REFINERY CAPITAL INVESTMENT, GASOLINE PRICE INCREASES, AND FOREIGN OIL IMPORTS. ALL OF THESE FACTORS ARE INTERRELATED, AND ARE DISCUSSED HERE IN THE OVERALL CONTEXT OF EMISSIONS STANDARDS. THE AUTHORS SHOW THAT THE 1976 EMISSIONS STANDARDS WOULD RESULT IN AN ADDITIONAL CASH OUTFLOW OF 1.09 BILLION DOLLARS ANNUALLY. THE BUYING PREFERENCES OF THE PUBLIC ARE ALREADY MOVING TOWARD SMALLER CARS, AND THIS TENDENCY WILL BE MORE PRONOUNCED AS FUEL PENALTY COSTS BECOME HIGHER. /AUTHOR/
