INVESTING IN URBAN BICYCLE FACILITIES: HOW MUCH? WHAT TYPE? WHERE?

IN ORDER TO BEGIN PLANNING BICYCLE FACILITIES WITH A MAXIMUM AMOUNT OF COORDINATION, AT LEAST THREE BASIC QUESTIONS MUST BE RAISED AND RESOLVED: HOW MUCH MONEY SHOULD BE INVESTED HERE; WHAT TYPE OF BICYCLE FACILITIES SHOULD BE PROVIDED; AND WHERE SHOULD THEY BE PLACED. THE DISCUSSION IN THIS PAPER INDICATES THAT CONSIDERABLY MORE EXPENDITURES FOR BICYCLE FACILITIES ARE JUSTIFIED, AND THAT A GREATER PROPORTION OF THESE MONIES SHOULD BE SPENT ON THOSE FACILITIES THAT SEPARATE THE BICYCLE FROM THE MOTORIZED VEHICLE. GREATER EMPHASIS SHOULD BE PLACED ON DEVELOPING BIKEWAYS WITHIN "ENVIRONMENTAL AREAS," AND ON REMOVING BARRIERS TO TRAVEL (SUCH AS A BRIDGE OVER A FREEWAY) WHERE THE GREATEST DANGERS TO BICYCLISTS ARE LOCATED.
