ECONOMICS OF TRANSPORTATION CONTROL STRATEGIES FOR REDUCING AIR POLLUTION

THE METHODOLOGY PRESENTED HERE CALLS FOR THE EXPLICIT IDENTIFICATION OF AIR POLLUTION REDUCTIONS BY ALTERNATIVE CONTROL STRATEGIES AS WELL AS THE COSTS INCURRED BY PUBLIC AGENCIES, USERS AND OTHER INTEREST GROUPS. THE COSTS AND EFFECTS PRESENTED, USING DATA FOR THE BALTIMORE REGION, INDICATE THE RELATIVE COST PER UNIT OF EMISSION REDUCTION OF SIX ALTERNATIVES, MAKING IT POSSIBLE TO ORDER THE STRATEGIES IN TERMS OF COST-EFFECTIVENESS. TWO STRATEGIES CONSIDERED QUITE FAVORABLEY IN THE PAST, RETROFIT AND EMISSION INSPECTION/MAINTENANCE, WERE FOUND TO BE PARTICULARLY COST-INEFFECTIVE. SYSTEM IMPROVEMENT STRATEGIES WERE FOUND TO BE GENERALLY COST-EFFECTIVE FROM THE SOCIETAL VIEWPOINT.
