This report evaluates the feasibility of incremental and individual user pricing options for possible incorporation in road user charges for heavy vehicles in Australia, with a view to narrowing the range of viable options which could be implemented within the agreed time frame for the Third Heavy Vehicle Road Pricing Determination.
