This paper describes the change agenda in UK construction over the last twelve years, covering the reasons and drivers for the ‘Latham’ & ‘Egan’ reports (1994 and 1998 respectively), the findings of these reports, what they meant for the construction industry and its clients, and what changes in procurement resulted for builders, contractors, and clients.
