Development of an effective cross-asset risk management process

The Engineering Department of Wairoa District Council recognised the requirement to include a Risk Management Process within Asset/Activity Management Plans for inclusion within the Long Term Council Community Plan 2006-2016. This paper describes the development, implementation and outcomes of a Risk Management Process that provides a common framework across all assets within the Engineering Department’s domain. The process has been developed to be equally applicable across all Council’s activities and assets. It is vital to recognise that Risk Management is a tool to assist the decision making process. The process described is used to ensure that risk is considered in a robust manner. Development of the Risk Management Process provides a tool that enables the systematic consideration, comparison and management of risk exposure across diverse assets and activities, thus forming a key element of the organisation’s strategic planning processes.
