The use and usability of CD 91/439 on driving licensing

Current European legislation does not permit the issuing or renewal of driving licences for those who do not possess adequate fitness to drive. Council Directive 91/439/CEE on driving licences establishes, in Annex III, the minimum standards of physical and mental fitness for operating a power-driven vehicle. In practice, various types of illness and disease, including the effect of medical treatment, can affect fitness to drive. The recommendations are the result of the presentations given during the workshop and the subsequent discussions. However, these recommendations as such were not discussed and worded during the workshop; they were put into words later by the organisers and then sent to the participants in the workshop for feedback with their opinions. The final version of the recommendations includes any such feedback as well as comments from the internal and external reviewers of the deliverable.
