HIGHWAY VEHICLE NOISE AND SUGGESTED LEGISLATION

THIS PAPER DISCUSSES THE FEASIBILITY OF ALTERING THE LAW AND THE METHOD OF ENFORCEMENT TO SET A MAXIMUM LIMIT TO THE NOISE THAT A VEHICLE MAY PRODUCE IN OPERATION. THE DETERMINATION OF SUCH A LIMIT INCLUDES CONSIDERATION OF A SUITABLE METHOD OF MEASURING SOUND INTENSITY AND A MEANS OF RELATING THE PHYSICAL MEASUREMENT OF SOUND INTENSITY TO THE HUMAN JUDGMENT OF LOUDNESS. THE LEVEL SO DETERMINED AS THE LIMIT IS 92 DB (A) AT A DISTANCE NOT LESS THAN 25 FEET FROM THE RIGHT FRONT WHEEL OF THE VEHICLE. METHODS OF SOUND-LEVEL MEASUREMENTS ARE DISCUSSED. FINALLY, A RECOMMENDATION IS MADE AS TO HOW THE LAW COULD BE ALTERED IN PENNSYLVANIA TO IMPLEMENT THE CONCLUSIONS OF THIS STUDY.
