Whole of life costing: incorporating ownership issues and design risk

This paper presents a methodology that allows risk assessment to be utilised incorporating whole-of-life costing analysis of pavement alternatives. Key aspects of ownership issues, which have a bearing on pavement selection, are addressed with a method proposed to incorporate them in the five-phase selection process. The paper builds on and enhances previous independent work carried out for the Australian Asphalt Pavement Association (AAPA) to assist in the optimisation of pavement design and selection. The impact of risk on whole of life costing is addressed through a design level procedure proposed to assist in maximising the reliability of the final selection. It is the issue of risk that provides a revised view and procedures are proposed for comparison of alternatives.
