International approaches to tackling transport congestion: paper 9 (final): traffic management: capacity enhancement

Traffic management measures can be divided into two main groups: measures which aim to improve traffic conditions for all traffic e.g. tidal flow lane techniques, ramp metering, incident management, real-time traffic flow information; and, measures which aim to give preferential treatment to alternative travel modes (carpools, public transport, cycling) e.g. bus priority measures and HOV lanes. This working paper deals with the first of these groups; that is measures that improve traffic conditions for all users through operational or road management improvements that increase the efficiency and therefore the capacity of the existing road infrastructure. Preferential treatment for other modes is addressed in Working Paper 10.
