International approaches to tackling transport congestion: paper 5 (final): walking and cycling
This Working Paper explores the potential for walking and cycling (also referred to as nonmotorised modes in this paper) to contribute to congestion reduction by providing alternatives to vehicle travel. It focuses on walking and cycling measures provided by government at local level and above, rather than on those implemented by individual organisations. It excludes TravelSmart (household, employer, schools) type projects (refer to Working Paper 4 Mobility Management for a discussion on travel planning) although many of the measures mentioned may be relevant to such projects. Traffic calming measures (that would assist cyclists and pedestrians) are also covered elsewhere.
