International approaches to tackling transport congestion: paper 1: area road use charging
This Paper reviews experience internationally with 'area road use charging schemes': this covers schemes that impose charges on motorists that travel within a defined area based on charging either for crossing a cordon or for circulating within the area. (The paper excludes schemes that charge for using specific routes only, ie. 'toll roads'). This paper covers all the major schemes that have been implemented internationally (other than small-scale pilot schemes): these are in London, Singapore and three Norwegian cities (Bergen, Oslo, Trondheim).
