Stormwater Management and Road Tunnel (SMART): an unique motorway solution in the city of Kuala Lumpur
The Stormwater Management and Road Tunnel (SMART) project is an innovative and unique system to handle two major problems faced in Kuala Lumpur, viz. flooding of the city centre and congested traffic moving into and out of the southern gateway to the city. The tunnel provides for excessive flood water from the Klang River upstream to be diverted through a flood by-pass to avoid the city centre and discharging back to the same river downstream of the city. As the tunnel will only be in use for floods a few times per year at most, it has been designed to take traffic during the other periods of non-floods. This paper describes how the Department of Irrigation and Drainage (DID) Malaysia together with Lembaga Lebuhraya Malaysia (LLM) jointly managed the construction of SMART to mitigate the flooding problem in the city center and ease the traffic congestion from Sg. Besi to Kg. Pandan roundabout.
