Mega projects in transport and development: background in Australian case studies: City Link motorway expansion, Melbourne

This report is part of a research project to explore the treatment of complexity, uncertainty and risk in the planning of mega projects in Australian cities. The goal of the project is to provide essential background on a case study of the Melbourne City Link project, built as a public-private partnership on a build, own, operate and transfer (BOOT) basis. This report summarises the background of the secondary research evidence obtained from the City Link. It contains key stages of transport and metropolitan planning in Melbourne; and details of Melbourne City Link including background and history, location/ map and key facts, key justifications for the project, and decision making process and institutions responsible for the City Link. A specific bibliography of secondary research considered in relation to this project is presented at the end of the report.
