Operational performance measure compliance

The Performance Based Contract (PBC-01) between Transit New Zealand, WBOPDC and In3roads in the Western Bay of Plenty District has completed four of its 10 years. This paper outlines the wide range of variables the contractor had to deal with in implementing 22 Operational Performance Measures (OPMs), and presents the contractors viewpoint on some of the practical issues surrounding the day to day short time frame response requirements. Some insight is offered into what systems are necessary in order to cope with managing the details associated with some 250 distinct measures, the day to day tools used to report compliance and the ongoing monitoring required to keep on top of the faults within a 1200km network. In particular the paper looks at: 1. The number and type of OPMs; 2. Real time reporting systems for tracking compliance; 3. The systems based approach to deal with the large volumes of data gathered and how practical work programmes are organised; 4. Need to change traditional methods in dealing with such a wide range of OPMs and traffic management variables.
