PSMC005 [pavement modelling and forward work programme]

The PSMC005 asset management team has implemented a robust pavement modelling and forward work programme process since its inception at tender stage. The team includes the client, the contractor, the pavement modeller, and sealing specialist. The flexibility of the PSMC model along with the whole team's buy into the forward works programme has produced significant reactive maintenance cost savings. The Land Transport New Zealand annual plan process does not fit well with the PSMC model. It would be beneficial to create a separate work category for PSMC funding that is distributed directly from national office rather than at a regional level. As it is contractually difficult to reduce PSMC lump sum funding this redistribution would mitigate the impact of budgetary cuts on traditional network maintenance contracts (NMCs) where a particular region includes a high proportion of PSMCs. Further research maybe able to develop a pavement model that can more accurately predict the impact on maintenance costs when key performance indicators are reduced. The results of this research could eventually be used as a mechanism in future PSMC contract documents to reduce KPIs and lump sum funding.
