VISUAL TESTS FOR DRIVER LICENSING-WITH DISCUSSION

VISUAL REQUIREMENTS FOR INITIAL ISSUE OF DRIVER'S LICENSE ARE SUMMARIZED. THESE INCLUDE THE TESTING OF DEPTH PERCEPTION, FUSION TESTS, TESTING OF COLOR VISION, AND TESTING OF EYE-FOOT REACTION-TIME. DATA RELATING TO ACUITY AND VISUAL FIELD REQUIREMENTS ARE TABULATED. THE DYNAMIC ASPECTS OF VISUAL PERFORMANCE AND NIGHT VISION TESTING IS DISCUSSED. REASONS WHY THE RELATIONSHIP BETWEEN VISION AND DRIVING PERFORMANCE HAS NOT BEEN ESTABLISHED ARE LISTED. LITERATURE SURVEY HAS REVEALED THE EXISTENCE OF MUCH INFORMATION ON VISION AND VISUAL PERFORMANCE DIFINITION OF THE USE OF VISUAL SENSE IN DRIVING, DESCRIPTION OF THE VISUAL ENVIRONMENT ASSOCIATED WITH DRIVING, AND THE ISOLATION AND MEASUREMENT OF THE RELATIVE EFFECTIVENESS OF VARIOUS CUES ON SPECIFIC DRIVING BEHAVIOR. DRIVER LICENSING RESEARCH FINDINGS ENCOURAGE THE DEVELOPMENT OF AN ACCEPTABLE VISION-TESTING DEVICE FOR DRIVER LICENSING PURPOSES. THE RESULTS ALSO INDICATE THAT STATIC ACUITY VISION TESTING SHOULD BE CONTINUED UNTIL SUCH TIME AS THE VISION TESTING DEVICE IS FULLY DEVELOPED. THE INFORMATION ACCUMULATED ON DRIVER CHARACTERISTICS CAN BE USED TO FORMULATE OPERATIONAL DECISIONS. FINDINGS SUGGEST THAT LICENSING EXAMINATIONS SHOULD BE HELD MORE FREQUENTLY ALTHOUGH FURTHER RESEARCH IS NEEDED TO INDICATE THE AGE AND LEVEL OF VISION AT WHICH FREQUENT TESTING MUST START. THERE IS NEED FOR DATA ON TOTAL VISION PERFORMANCE REQUIREMENT FOR SAFE DRIVING. A CURRENT RESEARCH PROJECT TO DEVELOP AND INTEGRATED VISION TESTING DEVICE FOR USE IN SCREENING DRIVER LICENSE APPLICANTS IS REPORTED AND THE CONCLUSIONS REACHED ARE LISTED. A SECOND PHASE OF THE STUDY INVOLVES CONSTRUCTION OF A PROTOTYPE SCREENING DEVICE AND THE CONDUCT OF RIGOROUS FIELD EVALUATION, THE NEED IS INDICATED FOR FURTHER RESEARCH AND ANALYSIS OF EXISTING DATA IN THE EVALUATION OF SIGNIFICANT VISION-DRIVING RELATIONS; THE DETERIORATION WITH AGE OF PERFORMANCE ON VISION TESTS; SYSTEMATIC ANALYSIS OF VISUAL REQUIREMENTS FOR DRIVING; AN ECONOMICAL VISUAL TESTER THAT MAY BE USED AS A STANDARDIZED TEST DEVICE TO MEASURE STATIC ACUITY; MAINTENANCE OF STATE RECORDS OF ALL VISUAL PERFORMANCE DATA OF APPLICANTS; AND THE MAINTENANCE OF FEDERAL RECORDS OF DATE ON ACCIDENTS AND CONVICTIONS FOR TRAFFIC VIOLATIONS.
